Abstract | The National Advisory Council on Vocational Education conducted a two-year study to identify and categorize the problems of the United States Bureau of Occupational and Adult Education which interfered with the administration and operation of programmatic services for vocational education. After the first year of the study, an interim report (CE 022 380) was prepared and distributed highlighting several problems in such areas as the Bureau's structure, staffing, Operational Planning System, and external factors. During the second phase, nine substudies were conducted to verify whether the problems identified in the Interim Report could be generalized to the Bureau as a whole. They were also designed to determine the effects of these and other problems on programmatic services to state personnel. After the problems had been examined, recommendations to bring about effective management and delivery of vocational education programs and services were made to the Office of Education. (BM) |
