| Abstract | The document focuses on the workings of PAR (Program Administrative Review), a method by which local education agencies (LEAs) and state operated programs (SOPs) in Utah can conduct ongoing self-evaluation and identify areas where additional efforts are needed to improve the quality of programs and services for handicapped children. It is explained that the information obtained through self-monitoring, combined with the information from on-site visits by the state staff, can ensure that each LEA/SOP has in place and is implementing policies and procedures that lead to the provision of a free, aporopriate, public education for all handicapped children. Following a discussion of the PAR philosophy, a PAR process flowchart, and an explanation of the PAR process are appendixes with the following materials (making up the bulk of the document); document checklists, structured interview forms, summary forms, a final/interim report, and a negotiated action plan.
