Abstract	This report highlights three major issues dealt with in the conference: (1) energy education; (2) energy conservation; and (3) interstate and interagency cooperation. An introduction section establishes a context for the meeting by explaining the history of the network concept. Another section provides a summary of the conference recommendations for the network. An evaluation of the proceedings and comments from participants are provided in a concluding section. An appendix includes agenda, small-group discussion topics, the text of the keynote address, and a list of attendees. (RE)
