| Abstract | The report documents the findings of a pilot project in which teachers, principals, parents of special needs children, supervisors, and executive officers of parent advocacy and/or provider groups were interviewed to investigate the organizational effectiveness of the Bronx (New York) Special Education Regional Office and to determine its applicability to other boroughs in New York City. Chapter 1 reviews the study design, purposes of the study, organization of the BRO, and procedures (including study limitations, data collection, and data analysis). Outlined in a second chapter are findings related to the accuracy and ease of data collection, placement of students, management (in areas which include transportation, space, and resource distribution), communication/liaison (between such groups as supervisors, principals, teachers, and parents), and program and personnel development. A final chapter offers recommendations in six areas: (1) increased classroom and clinical support personnel for special education students, (2) more thorough and rapid evaluation and placement procedures, (3) more equitable funding and resource distribution (given directly to schools or carefully monitored to insure appropriate use by districts), (4) greater communication with school and community persons, (5) teacher training, and (6) greater parent involvement in their children's educational program. Among appendixes are a report on development of interview schedules and questionnaires, sample interview forms, a description of the sampling procedure, and statistical data on the distribution of students by handicapping condition and race.
