| Abstract | A project was designed to develop an administrative policy guide concerning vocational education for handicapped students for use by local education agencies. The project was initiated by collecting policies and policy-related materials from state education agencies and from selected local education agencies operating vocational education programs that include handicapped students. These materials were used to develop an administrative decision point checklist which identified as many key decisions as possible that were required to create and operate a modern vocational education program for handicapped students. The decision point checklist served as an outline for writing the policy guide. The guide went through several stages of development and was first reviewed by the project's working advisory committee and local administrators of vocational education programs for handicapped students. The second draft was reviewed individually and in group assesment workshops by numerous experts at the local, state, and national level in the fields of vocational education, vocational rehabilitation, and special education.
