Abstract | To assure that development of coal utilization facilities in the sparsely populated Old West Region of Montana, Nebraska, North Dakota, South Dakota, and Wyoming will proceed in an orderly manner with a minimum of socioeconomic disruption or fiscal inequality, impact studies must be prepared for each of the 100 potential sites to be affected. Categories to be included in each study are: sociological impacts, such as changes in population characteristics; economic impacts, including the creation of new employment and income; capital costs for infrastructure, housing, public facilities and commercial facilities; public operating costs for county, municipal and school functions; potential revenues to cover public capital and operating costs; cost/revenue analysis for public operations; and impacts on existing industry. Impacts are to be projected over approximately 30 years, covering the construction, steady-state operating and shut-down phases. This manual provides standardized procedures for those preparing impact analyses which will assure completeness and comparability of all reports. Sample data forms, tables, graphs, charts and formulae comprise a major portion of the manual. (NEC) |
