| Abstract | The article discusses the provision of educational services to incarcerated youth (all children in institutional settings, but particularly delinquents). Issues examined include the locus of authority for the education of the incarcerated, the need for adequate needs assessment data so that more systematic planning can be done, the need to organize available data into some meaningful picture, and the prejudice and bias that are part of the dynamics of who gets incarcerated. Some future perspectives are also offered. (DLS) |
