AbstractAccording to Graham Allison's Rational Policymaking Paradigm all the groups participating in a decision-making process act together to assess the problem at hand, to make a thorough search for alternative solutions, and to select the best solution in terms of the values of the decision-making body as a whole. This commonly accepted model is insufficient to describe all cases, however, and Allison offers two alternatives. His Organizational Process Paradigm states that each group in a decision-making body proposes only those alternative solutions that serve the group's self-interest and that final decisions are designed to satisfy at least part of the needs of each of the groups participating. The Bureaucratic Process Paradigm concentrates on intergroup bargaining, power balances, and defined channels for group interaction. A small metropolitan district's response to enrollment decline in the 1970s served as a test of these three paradigms, revealing that while any of the three models might appear to have advantages at a given time, a combined use of all three models appears to yield the most information. The document concludes that the Allison paradigms can be useful but are of limited applicability to the study of educational politics. (Author/PGD)
