AbstractSurveys, interviews, and literature reviews were conducted to provide data upon which the Commission to Study the Mission, Financing, and Governance of the County Colleges in New Jersey could base its recommendations. The following areas were investigated: (1) composition of the trustee boards of the colleges and effective methods of selecting members; (2) the statutory and non-statutory relationships between the county colleges and county governmental and political structures; (3) the role of community college trustees as they perceive it in relation to planning and guidance; (4) the current and future position of community and adult education in New Jersey; (5) models for financing community colleges based on mission-directed funding and upon the taxonomies of Garms and of Wattenbarger and Starnes; (6) research specifically related to trustees of public two-year colleges, their role and responsibilities, and the diversity of their membership; (7) characteristics of the New Jersey county colleges in terms of their students, enrollments, ethnic components, degrees awarded, majors offered, tuition rates, accreditation status, and conditions promoting access; (8) demand for and delivery of vocational/occupational education; (9) the viability of the mission of open access of community colleges; and (10) efforts toward remediation.
