AbstractThe full-time equivalent enrollment (FTEE) has been a significant factor to Iowa's 15 area community colleges for cost analysis, production comparisons, and for the distribution of state aid. The FTEE formula calculates units of production according to the ratio of reimbursable contact hours (RCH) to total contact hours generated by student attendance. For this study, annual budget data from all 504 vocational programs in the Iowa community colleges were analyzed to test the hypothesis that there was a significant difference in the mean RCH of programs among the 15 merged area colleges, caused by allowing flexibility in formula application when calculating FTEE. The results showed statistical differences in the mean percents of RCH of vocational programs among the colleges. A literature review revealed that the Florida and Texas community college systems had existing funding methodologies that were based on reliable units of measurement. It was concluded that: (1) the funding methodology used to distribute state aid moved away from program production accountability when cost-based funding was adopted for 1979; (2) the FTEE formula was an unreliable unit of measurement; and (3) the student contact hour, credit hour, or FTEE were acceptable provided that there was a standard definition for each.
