Abstract | This document proposes, and indicates initial reaction to, a multi-point satellite-based delivery system which will permit expansion of current programs and services of the Association for Media-based Continuing Education for Engineers, Inc. (AMCEE) consortium to a much larger aggregated audience of practicing engineers throughout the country. It will also permit interaction among universities in state-of-the-art seminars, research reporting, course sharing, and broad distribution of special engineering-related events. The use of a communications satellite is proposed to increase continuing education services to engineering professionals, and to provide a service which is effectively responsive to the technical, logistical, and financial constraints of traditional and other forms of educational instruction. Description of the operational plan includes types of services, delivery, media-based programs, course materials and programs, special needs, operating modes, marketing AMCEE services, satellite considerations, operational programs, and first- and subsequent years considerations. The management plan designates objectives and organization, as well as project control and evaluation, while a complete budget evaluation breaks down contract pricing proposals and other operating costs. Resumes of key individuals and brief summaries for Steering Committee members are included, along with a list of papers, reports, and conference proceedings by AMCEE members. (CWM) |
