AbstractThe School Planning, Evaluation, and Communication System (SPECS) is an overall design for districtwide program assessment and development. It is both a way of interrelating planning and evaluation of individual programs and a way of comparing the outcomes of all district programs with the district's community-defined educational goals. Component Five, the final SPECS component, is the needs assessment or policy-making subsystem of SPECS. This implementation booklet describes the rationale for the component and discusses the assessment of the achievement of the district's community-defined goals. It describes in detail how a school district's board of education might go about identifying the most critical discrepancies between program outcomes and community expectations and the ways in which such discrepancies might be solved. The booklet discusses the method one school district used to answer its own needs, including the formation of a task force and the task force's summary of district programs and identification of the gaps and matches between the reported program outcomes and goals as defined by professionals and the community. As an example of Component Five activities, the mathematics portion of these activities at one elementary school is included. (Author/JM)
