Abstract | This annual report presents information on projects funded with monies from the Elementary Secondary Education Act, Title IV-C, that may help project directors, evaluators, and potential IV-C proposal writers in the management, evaluation, and writing of IV-C programs. Evaluation of each IV-C project was completed by the appointed evaluators during the first and second years of project operation. The micro-macro IV-C evaluation is completed at the end of each project year by the same evaluators who were invited to attend a scheduled meeting in the Pennsylvania Department of Education (PDE) to discuss the strengths and weaknesses of IV-C programs operating in Pennsylvania. Managerial concerns, program concerns, project evaluation, PDE concerns, and general concerns are presented for the following programs: citizenship/legal education, community learning, dropout prevention, environmental education/science, fine arts, gifted, language arts/reading, lifetime sports, and special education. In addition to summaries of the meetings, a consensus report on the concerns is presented. An outline of items that should be included in the year-end summary report is also included. (SW) |
