AbstractOut of 832 Virginia school board members contacted, 460 responded to a questionnaire concerning their attitudes toward collective negotiations and militant teacher activities. The similarities between respondents and the general population were sufficient to support claims of generalizability. Analysis of variance revealed that school board members in Virginia are strongly opposed to teacher collective bargaining. They believe that the current situation is satisfactory for educational personnel and that management is adequate. Most respondents feel that collective bargaining has a negative effect on the balance of power in education and is eroding local control of educational policy and practice. Board members apparently have a low opinion of teacher leaders, believing they are motivated chiefly by self-interest. A majority of board members are contented with the state-mandated grievance procedures. They overwhelmingly perceived all types of teacher militancy as inappropriate. When this survey was compared with a similar survey of Virginia teachers, it was clear that board members' views on personnel relations are quite different from those of teachers. (Author/JM)
