Abstract | Guidelines are provided for developing, preparing, and improving state plans for vocational education. Three audiences are identified for the manual's use: vocational educators at the state and local level, and non-vocational educators (reviewers, evaluators, etc. of state plans). Chapter 1 describes the context for the development of the state plan and includes the following: need to improve state plans; federal legislation resulting from the perceived need to improve plans; and maximizing the involvement of non-vocational educators in developing state plans. Chapter II discusses the development of the content of the plans, including preparatory activities, the planning process, and utilization of employment data. Chapter III describes the preparation of the state plans. Topics discussed are staff assignments and format design of the document. Appendixes include the following: a summary of the major provisions of state plans, with an interpretation of the rules and regulations to be followed in preparing the assurances and program provisions for the five-year plan; the annual program plan; and the accountability report.
