AbstractA model or conceptual framework of educational program evaluation is proposed based upon three major evaluation constructs: documentation, outcome identification, and judgment of outcomes. A series of specific guidelines are presented for the practicing educator in the form of postulates underlying the constructs. (1) Program evaluation documents the nature of the program, as implemented; identifies outcomes; and judges their worth. (2) Program documentation reports on the program characteristics; reduces the probability of evaluating a non-event; facilitates program replication; and considers the physical features and activities of the program. (3) Program objectives specify intended outcomes, in measurable terms, but may not necessarily be stated in advance of the evaluation. The evaluator assists program personnel in writing objectives and identifying priorities. (4) Unintended as well as intended outcomes should be reported; they may be assessed using informal methods. (5) Evaluation begins when a defined entity exists that can be tested and replicated. The evaluator may intervene at any time after a program has been implemented. (6) Judgments concerning the worth of intended or unintended program outcomes can be made in relation to criterion or experiential standards. Further work is needed in the areas of cost analysis, determining unintended outcomes, and setting standards. (GDC)
