| Abstract | Plans are presented for the overall design of the longitudinal evaluation of the National Institute of Education's State Capacity Building Program. Both the process of developing comprehensive dissemination capacity in state education agencies, and the impact of the capacity building activities will be studied. This report describes the development of the evaluation framework and the information sources used in its development. The questions used to evaluate the program are listed. Those questions to be used in the 1978 data collection and analysis are analyzed separately from those questions which require further design work in 1978. A one-page summary and a three-page chart present an overview of the evaluation. (Author/GDC) |
