| Abstract | These abstracts were prepared for three purposes: (1) to provide NIE and the states with an indication of NTS's familiarity with specific projects; (2) to provide NIE, the states, and other audiences with programmatically useful information about the State Capacity Building Program; and (3) to support design development for NTS's evaluation study of the program. The first of three sections provides an introduction and overview of the purposes and scope of the report; the second section presents abstracts for the 24 states with capacity building projects funded by NIE during 1975 and 1976; and part 3 contains a glossary of abbreviations, acronyms, and terms utilized in the report. Each two-to-three page abstract was prepared using a standard format and contains six major topic headings: Context, Information Resources, Linkage, Leadership, Clients, and Total Configuration. The report reveals that while each state is committed to building its dissemination capacity, variation is evident in the ways in which they proceed; the program is designed to foster such variation. This is the second of five reports on Phase II of NTS's preparation study for a full scale evaluation of the program. (Author/JPF) |
