Abstract	In a democratic society, the functions of public education should include at least two that are shaped by the principle of equality. These are (1) the task of socializing the young in ways appropriate to their conduct as democratic citizens; and (2) the function of providing all citizens with an opportunity to realize individual potential. The weight of available evidence, however, suggests that schools fall short of providing all with equal education. Policies such as compensatory education, desegregation, community control of schools, and school finance reform have only to be considered to see how much agitation there has been to equalize educational opportunity and how little has been accomplished. In order to rectify this situation, a critical view of the learning process has to be taken. The failure to provide all students with even modestly democratic learning environments dooms efforts to achieve equal opportunity, while the efforts to maximize equal opportunity doom the chances for universal democratic learning. The equal educational opportunity and the citizenship socialization functions of schools must be perceived as critically interdependent. (Author/EB)
