Abstract	One of the more troublesome aspects of providing an adequate quality of life in rural America, involving the public sector and community services delivery, has grown in recent years as the pace of socioeconomic change in rural areas has accelerated. In order to facilitate the improvement of the quality of nonmetropolitan community services research for public decision making at all levels, the conference was structured around the problems of resources, organization, and service delivery, and featured eight major papers and 19 special papers. The Resources portion of the conference included sections on financing community service in nonmetropolitan areas and on the meaning of intergovernmental revenue and current tax theory and policy to smaller units of government. The two sections of the Organization portion dealt with public choice in theory and research and with coordination of community service delivery in nonmetropolitan areas. The three sections constituting the Delivery sessions were: needs and use assessment at national and local levels; conceptual bases and measurement of quantity, quality, and consumer satisfaction; and service cost-quality-quantity relationships. The introductory paper was "On the Taxonomy of Nonmetropolitan Community Services Research". Other major papers included "Fiscal Needs and Resources of Nonmetropolitan Communities", and "Public Choice Theory: Research Issues for Nonmetropolitan Areas". (DS)
