AbstractA survey of 300 public school superintendents indicated that there is a struggle for control of federally funded teacher centers. The situation appears to have elements of an adversary relationship between teachers' organizations, school administrators, and school boards. The majority of the superintendents surveyed saw the federal teacher center program as another tactic to control of education at the local level. While their attitudes ranged from acceptance of the teacher center concept to strong rejection, the mode seemed to be a lack of conceptualization of the program and a resultant nonparticipation. External and internal competition for increasingly scarce revenue, lack of board support, released-time erosion of pupil-teacher instructional contact time, and problems related to collective bargaining seemed to be among their concerns. It is concluded that even if the federal stimulus of centers does not endure, it will have stimulated the centers movement and promoted the placement of more decision-making about inservice education in the hands of teachers.
