Abstract	The report discusses how Indian tribes can conserve and develop their own resources at their own pace and explores the options available to them as owners of valuable natural resources. Discussed are problems encountered by tribal leaders with various government agencies; the basic precepts of the Bureau of Indian Affairs; how the problems of Indian nations parallel problems of underdeveloped nations; the tribal structures and the tribal power regarding internal decision-making; what an investor looks for and what a tribe should look for in a deal; creating an environment for success; and management factors. Other topics covered are forms of agreement being used by developing countries--Federal leases, joint ventures, production sharing agreements, service contracts; financial institutions--the Federal Reserve System, banks, savings and loan associations, credit unions, mutual savings banks; uses of money by banks--business loans, mortgages, consumer loans, bank cards, farm loans, investments, trusts; and sources of credit--local banks, large eastern based commercial banks, insurance companies, minority enterprise small business investment companies, the American National Bank, the Indian Financing Act, Title I Indian Revolving Loan Fund, Title II Loan Guarantee and Insurance, Title III Interest Subsidies and Administrative Expenses, and Title IV Indian Business Grants.
