Abstract	The paper presents key features of Jean Piaget's theory of moral development, compares Piaget's theory with Lawrence Kohlberg's theory of moral development and Sidney Simon's theory of values clarification, and evaluates the values clarification movement in light of Piaget's theoretical and practical conclusions. The focus is twofold: first, on the theories presented to explain human moral development; and second, on the practical educational program proposed by each position to promote moral growth. The author discusses numerous critical evaluations of these theories by philosophers of education and by other educational professionals. The evaluations indicate that Piaget differs with Kohlberg over the cognitive, distinct, and non-shifting nature of Kohlberg's stages of development in moral reasoning. Piaget also differs with Simon over the stress on the impact of thought on action rather than the Piagetian emphasis on the influence of action on thought. Included in the bibliography are major works by Piaget, Kohlberg, and Simon; all critical works cited in the paper; and works which provide general background information on moral development.
