| Abstract | This report contains the papers presented at a series of eight seminars on the problems and issues that still constitute barriers to equal educational opportunity for the nation's minorities. The thirteen papers are concerned with five themes: (1) the definition and nature of the problems and issues; (2) government policies at the local and national levels as they bear upon the special educational problems of minorities; (3) approaches taken by the courts in three landmark cases--Brown, Adams, and Bakke; (4) specific aspects of problems affecting minorities (the admission of minorities to selective institutions, legal issues relating to the educational problems of American Indians, and equal opportunity in higher education); and (5) special counseling needs of minority students. The seminars were attended by college presidents and deans, superintendents and assistant superintendents of schools, admissions officers, high school and college counselors, principals and vice principals, and representatives of foundations.
