AbstractIn order to help in the analysis and evaluation of organizations, this paper presents a model that combines a functional perspective with a rules approach. An organization is viewed as an entity analogous to a culture that can be analyzed by identifying its collectively defined master contract; it may be critiqued by assessing the process by which the contract is communicated to its members. The organization and its members can be evaluated according to the members' competence in aligning themselves to the contract and in coordinating their activities to the constitutive and regulative rules of the organization. A case study involving interviews, questionnaires, and statistical analysis of data suggests that this approach is useful to communication theorists and consultants. Assessing the competencies of members is important because optimally competent members may be located; they are most able to accurately evaluate the corporate image and contribute creative innovations. The consultant using the procedure can disseminate otherwise implicit information to all the organization's members, thus enabling them to act on information usually obtainable only by optimally competent members.
