AbstractAs part of a study of selected developing colleges and universities funded in the Advanced Institutional Development Program (AIDP), this report focuses on St. Mary's Junior College (SMJC), a Roman Catholic, two-year college specializing exclusively in health, health-related and human service fields. The report considers SMJC's state of development (environment, mission, structure, groups/individuals, and technologies), historical institutional development, administrative structure, management system and management effectiveness (attention paid to management needs, implementation of viable systems, effectiveness of resource use and planning, quality and effectiveness of constituent involvement, and renewal capacity). In its first decade of operation, SMJC maintained an orientation towards innovation; the college was run as a creative enterprise, with many innovations in instructional technologies developed largely as a result of individual faculty initiative, assisted by many small federal grants. Most of the curriculum was individualized to some degree. The first long-range planning process was begun in 1973 which led to obtaining the AIDP grant. During the past four years, SMJC has continued to innovate in academic programs while making basic changes in organizational structure and management, moving from a loose structure involving many faculty in new program development to stronger faculty and administrator adherence to maintaining existing programs. The AIDP project has become the focus of innovation. Although, SMJC administrators recognize the need for a new management system, implementation is proceeding slowly in order to develop a structure compatible with a creative atmosphere. (TR)
