Section five describes the various programs currently offered (adult basic education, high school equivalency (GED), flexible GED testing, English as a second language, life skills employability, career planning, Comprehensive Employment Training Act (CETA), client assessment, and the community counseling service), proposed plans for the development of a series of Centers, and proposed plans for a comprehensive community outreach program.
