Abstract	The document presents a model for the planning, development, implementation and evaluation of joint curriculum projects among secondary and post-secondary vocational educators, and a manual for implementing the model. Seven key elements are involved: (1) planning, with staff from both levels of institutions participating; (2) a commitment to competency-based instruction; (3) job task related instruction; (4) program flexibility in post-secondary schools such that incoming students may be granted advanced standing and credits for past learning experiences; (5) implementation consistent with local philosophy, needs, and preferences; (6) staff in-service programs; and (7) yearly progress review and evaluation. These seven activities are discussed in detail in terms of planning, development, implementation, and evaluation phases. The model hypothesizes that articulation between the two levels of vocational education will occur more readily if instructors from different levels of institutions can identify with and communicate about a common goal. Appendices present a variety of examples of model-related material, including surveys, a sample five year plan, project-related letters, a sample learning module, student progress record card, evaluation sheets, and a model diagram, among others.
