Abstract	This document reports on the technical and programmatic planning stages of the Satellite Instructional Television Experiment (SITE), which was undertaken by India in 1975-76 utilizing the first satellite capable of transmitting television programs directly to community receivers. Programmatic planning includes program objectives, the mechanics of programming, content for adults and children, development of a multi-media package for inservice teacher training, and the determination of priorities in education, agriculture, health, nutrition, and population control. Technical planning includes village selection, the direct reception system, and an evaluation plan. Extensive interdisciplinary cooperation was demanded by the nature of the project. (Author/STS)
