AbstractThis volume is one of a series of NIE sponsored studies, intended to inform the forthcoming congressional debate over the renewal of ESEA Title I. This study reassesses current compensatory education policies as well as alternative Federal strategies. The body of the report has three sections. The first describes the need for and the limits of policy analysis. It concludes with a general rationale for the study's focus; that of basic skills for youth. Section 2 examines various types of evidence bearing on the proposition that adolescents should be included in the compensatory education strategy. Educational statistics, legal analysis, political history, psychological theory, evaluation studies, and field practice are considered in turn. Each section concludes with a set of recommendations regarding the construction of new compensatory education policies to assist adolescents. Section 3 addresses the practical task of devising such policies. It begins by discussing some of the technical and political considerations that bear on all policy choices in education. Four separate proposals are made for new policy; these include two categorical support programs, a program of block grants to states, and a program of applied research and training. The last section provides additional information about the four proposals to assist the policy maker in choosing among them. The cost of each proposal is estimated. In addition, the authors determined the effects of particular allocation formulas that might be used to distribute money under each of the proposals. (Author/AM)
