Abstract	This paper compares the present official poverty measure with a relative measure of poverty. The comparison is made both conceptually and empirically. These two aspects comprise the two major parts of the paper. Within the first part, the conceptual section, various issues common to both poverty measures as well as the measures themselves are discussed. In the empirical section, both poverty standards (official and relative) are used to examine the extent and incidence of poverty. Particular emphasis is given to geographic comparisons in the incidence of poverty among families and how the incidence has varied between 1967 and 1974. In addition, attention is given to how the choice between measuring family income on a national versus state average affects the geographical distribution of relative poverty. The paper assumes some familiarity with the Federal government's official statistical poverty measure. It is recommended that readers refer to "The Measure of Poverty", a multi-paper report prepared by an Interagency Poverty Studies Task Force, for additional information on this subject. (Author/AM)
