Abstract | In order to investigate characteristics of the implementation of objective-based approaches to reading instruction and to isolate problems in such implementations, a questionnaire was sent to over 100 schools that were implementing the Wisconsin Design for Reading Skill Development. Responses from 61 school districts were used to obtain information about the proportion of schools implementing various elements of the Wisconsin Design; the proportion of students using the program at each grade level; the combinations of skills implemented; the major steps in the implementation cycle and the people responsible for implementing those steps; the function of the word-attack element in the overall program; the instructional approach used with the Wisconsin Design word-attack element; the success of implementation; the impact on the teaching of reading; major problems; and major advantages identified by the schools. The findings were interpreted as indicating that the more "successful" schools had implemented the system for a length of time sufficient to overcome problems that often appear during the first year and that success of implementation was dependent on teacher involvement, dedication, and enthusiasm.
