Abstract	This document provides a panel report of research, development, and engineering (R,D&E) issues confronting international firms operating in developing countries. Biscussed are the R,D&E objectives of developing countries, the objectives of international firms, conflicts and the possibilities for cooperation between the two, and the role of U.S. firms in strengthening R,D&E in developing countries. A number of recommendations for increasing constructive action are presented. (SL)
