AbstractThe purposes of this study were to design a model for promoting and guiding the development of a systematic approach to coordinating program planning in vocational education between the Eastern Campus of Cuyahoga Community College (Ohio) and its feeder high schools; to identify problem areas in articulation and achieve a consensus on priority items; to demonstrate the utilization of local resources rather than outside groups; and to demonstrate the leadership role of the community college in the articulation process. The model consisted of a six-step process: (l) building inter-institutional relationships; (2) diagnosis (identifying problems, generating solutions, formulating objectives); (3) gaining acceptance; (4) identifying constraints and needed resources; (5) evaluation; and (6) diffusion of the model. The diagnostic process was the focal point of the model. The Nominal Group Process was utilized as a problem-solving strategy in a workshop situation involving counselors, instructors, and administrators from the secondary and community college levels. Articulation problems were identified and objectives established. Endorsement of the articulation objectives by secondary school superintendents and the college president culminated the acceptance phase. Conclusions indicated the model was workable and achieved expected outcomes. (JDS)
