Abstract	The nature, causes, and values of the methods of governing higher educational institutions in Great Britain and the United States are discussed. Types of governing bodies are considered in terms of hierarchical rank and membership, along with the external institutions, groups, and individuals influencing the decisions made by academic governors. Historical traditions and precedents in each country are reviewed and related to current practices in educational administration. The complexities of the American system are described. It is emphasized that those who influence, no less than those who control, higher educational institutions must be reckoned with as participants in their management. (LBH)
