Abstract | Declining enrollment in Minnesota schools is the subject of this collection of five case studies and one planning manual. The information in the manual and in the case studies of representative school districts is published together to provide persons interested in overall state policy with examples in enough detail to provide a sense of what is happening in districts differing in population and composition. The nature of the problems arising from declining enrollment suggests that the district level is the appropriate one for decision-making. Enrollment decline has brought about the demise of the expansive, innovative mood in Minnesota schools, as the case studies indicate. Program innovation is not as easily accepted, and school personnel are increasingly worried about job preservation. In some districts, the number of administrative personnel has been reduced to such a point that the time and energy for effective planning are no longer available. These materials were prepared for use by school superintendents and school boards for local school district planning. (Author) |
