Abstract | Major conclusions of this report prepared by the Committee on Vocational Education Research and Development are that the $250 million spent by the U. S. Office of Education (USOE) on vocational education research and development during the last 10 years has not had documented, widespread impact because of lack of coherent policy, administration, and leadership. Chapter 1 gives an overview of the report by the committee (formed in 1974), whose two major tasks were to review and assess the research and development activities sponsored by USOE under the Vocational Education Act of 1963 as amended in 1968, and to recommend changes. Chapter 2 presents a brief discussion of vocational education in this country: how it differs from general education, how it has changed over the years, and what issues it faces today. Chapter 3 summarizes the history of vocational education research and development (R&D) legislation and funding. Chapter 4 gives the results of the committee's assessment of vocational education R&D programs which were obtained by reviewing large-scale evaluations, by searching for examples of successful projects, and by interviewing people involved in the R&D program. Chapter 5 presents the committee's description and assessment of the administration of vocational education R&D program and their recommendations for changes in the program's structure and management that are intended to result in an integrated R&D system.
