Abstract | This publication is part 1 of a two-part paper that presents design specifications for the Wisconsin System of Instructional Management (WIS-SIM), a computerized management system for instructional programs that are compatible with the Individually Guided Education model. WIS-SIM incorporates processes for placement testing, performance profiling, and specifying performance specifications to aid in diagnosing and identifying students' instructional needs. Once instructional needs have been identified, WIS-SIM aids in guiding the instructional process and selecting appropriate instructional activities, and in evaluating the success of the instructional program. This part of the paper first presents a theoretical overview of WIS-SIM, discusses the data base design for the system, describes the features and capabilities of the basic WIS-SIM program, and discusses various options that can be used to expand the utility and efficiency of the basic program.
