AbstractThe Buckley Amendment, formally entitled the Family Educational Rights and Privacy Act of 1974, grants parents the right to review all records that schools maintain on their children, and to force the removal of any inaccurate or misleading data. However, its major impact on educational research is linked to its provision requiring written parental permission prior to the collection or release of personal data to outsiders. The School District of Philadelphia's Office of Research and Evaluation (ORE), one of the nation's larger school-based research organizations, has evolved an omnibus policy and a number of different procedures for handling research data. This paper presents an examination of ORE's approaches to dealing with problems in data collection, storage, and release. In addition to general considerations, the differences in procedures for in-house versus outside efforts are explored. A set of guidelines for the release of research data is discussed, as are special data security arrangements and the way in which a central office research review committee functions. (RC)
