Abstract | The ATS-6 Educational Satellite Communications Demonstration-Alaska (ESCD), was viewed as a way to give isolated population groups greater voice in their educational future, by bypassing bureaucratic levels and allowing the local people to have a direct say in the school curriculum and programs that were shown via satellite. This study focused on the programs on the ATS-6 satellite and evaluated the effectiveness of the programs in terms of the objectives stated for the project. In addition, recommendations were made: (1) on the impact on organizations; (2) to the educational community; and (3) to social services experiment and demonstration managers. The issue of local control for each village or region was explored along with international policy implications. It was found that the educational objectives of both the federal and state agencies were continually in conflict with the practical objectives of establishing a basis for a communications network for Alaska. The results of the evaluation shed light not only on the strengths and weaknesses of using interactive telecommunications, but also on the relationship between sponsors and those responsible for demonstration/experimentation management.
