| Abstract | A survey explored the possibility that itemizations of such things as faculty workloads and faculty-student ratios in collective bargaining agreements may be inhibiting innovative instructional development. Members of the Division of Instructional Development of the Association for Educational Communications and Technology (AECT) were questioned about collective bargaining as an independent or interdependent factor in instructional development. Results of the study indicated that collective bargaining has had a definite impact on instructional development, but that generalizations cannot yet be made on the positive or negative effects. Negotiation of release time, money, staff, and facilities for instructional development is possible. The individual instructional developer, however, must come to terms with collective bargaining or find himself negotiated out of the educational process. (LS) |
