AbstractSystematic guidelines for evaluating programs in adult basic education are presented in the document. Program activities in adult basic education involve four main levels of activity (classroom, local, State, and Federal), each of which can profit from appropriately focused evaluation. Patterns of association among personnel and activities are present in each educational context, as well as common evaluation needs and emphases. Typical characteristics of each context are described as they exist within adult basic and adult secondary programs. Eight evaluation components, forming the basis of the planner (79 pages), are presented and are each discussed in relation to the classroom, local, State, and Federal contexts. The eight components are: purposes, audiences, issues, resources, evidence, data-gathering, analysis, and reporting. A discussion of each component is followed by a checklist containing suggestions, possibilities, and techniques in developing an evaluation design for each of the four contexts. An evaluation design worksheet is provided for each context, keyed to the topics presented in the planner. A glossary of evaluation terms and an annotated bibliography are included. (Author/EC)
