AbstractThe competency-based curriculum developed by the College of Public and Community Service (CPCS) at the University of Massachusetts at Boston is discussed in this paper. The primary purpose of the college is to develop a curriculum preparing students to secure professional jobs in public and community service (as opposed to going to graduate school) and to develop a curriculum based on skill competencies rather than content knowledge. The specific objectives are: provide the widest possible set of educational opportunities to the largest possible clientele; award degrees only when they signify the acquisition of a specified set of skills and/or content knowledge; certify the acquisition of skills and knowledge without regard to the method or length of time needed to acquire them; emphasize the acquisition of intellectual skills instead of content knowledge; insure that a student has values that he can evaluate and apply; and develop personal and interpersonal relations skills in students. Reflecting these objectives, the CPCS curriculum is divided into three major parts--career certificates, general education certificates, and essential skills--in which students must meet requirements. Examples of some certificates are included. (ND)
