| Abstract | The main objective of this constituency study was to determine the level of awareness and corresponding opinions of constituents with regard to three issues. Thirty-three Wisconsin state senators served as subjects along with 1,650 Wisconsin citizens who were interviewed via telephone regarding their views. The political public relations environment in a rural setting is one of high surveillance. Rural senators become quite accurate in their assessment of the voting public, and opinion agreement seems to become a precondition to reelection. Urban senators, on the other hand, do not display the same sensitivity to constituents. They come into office about as discrepant from the views of their constituents as are new rural senators, and they seem to stay that way.
