AbstractA summary of the third International Conference on Adult Education (Tokyo) by UNESCO, the book examines adult education trends of the last decade, functions of adult education as related to lifelong education, and formulation of adult education policies in the context of national education plans. During the 12-year period between conferences, organized adult education has made notable advances throughout the world. However, weaknesses remain in governmental reluctance to treat adult education as an integral part of educational systems, the low level of financial support, and the lack of participation in adult education programs by those most needing education. Chapter 1 reflects "Changing Ideas and Functions" while Chapters 2 and 3, "Attitudes, Needs, Motivation, and Learning Ability" and "Unmet Needs and Target Groups", examine the nature of the demand for adult education. Chapter 4 presents "Changing Structures" on the international scene, and Chapter 5 examines "Programs and Content". The following five chapters deal with "Methods and Materials"; "The Administrative, Organizing, and Teaching Force"; "Administrative Policies"; "The Problem of Financing"; and "Research and Development". Two concluding chapters, "The International Dimension" and "Towards a Learning Society", discuss the developed nations/developing nations relationship and future implications. (EA)
