Abstract	This preliminary report describes the planning efforts undertaken by local demonstration projects involved in the development of Texas' State Plan for Early Childhood Development. Thirteen projects were begun in 1973 to demonstrate various ways in which the state government could work with local government officials, public agencies, parents, and other interested citizens to plan and implement early childhood development services in local communities. Background information on the development of the plan is provided. The report describes seven aspects of the plan: (1) project selection process; (2) notification process; (3) delegation process; (4) steering committee selection and operations; (5) planning process; (6) technical assistance process; and (7) contract review process. A summary of recommendations emanating from this initial study is given. Appendices include the memorandum describing the application of county needs indicators to the county selection process and summaries of individual projects' planning data. (Author/ED)
