Abstract | The document reviews nine separate bills which were introduced to the Illinois General Assembly in 1973 to implement Article X of the 1970 Illinois Constitution by creating a State board of education. Also discussed is a House Joint Resolution which is under consideration and which is a constitutional amendment that would revert the State to the elective Superintendent of Public Instruction system without a State board. The document focuses on the concerns of vocational education, whose interest in structural change and administrative reorganization in Illinois relates particularly to the primary role vocational education plays in Illinois' rapidly growing junior college system and the problems to be anticipated should the General Assembly adopt a policy providing for a board limited to the elementary-secondary level. The review of the pending bills is therefore preceded by a brief overview of the legislative history of Federal vocational education enactments, and is followed by a table comparing the bills on 18 points, including vocational education special provisions. A six-page section then discusses the comparative implications for vocational education; a briefer section is devoted to a discussion of the value of a separate vocational education board.
