Abstract | This report analyzes the expected impact of an alternative state school finance system on school districts in Oregon. It presents findings of the research staff of the Committee on Equal Educational Opportunity of the Oregon Legislature. In a previous report, the research staff discussed three alternative school finance plans for Oregon; this report takes a close look at one of those alternatives, the Local Guaranteed Yield (LGY) plan. Using a computer simulation designed to predict the impact of various school finance plans, the staff analyzed the effects of the LGY plan at four different levels of state funding. In addition, they examined the possibility of adding regional equalization districts to the LGY plan, and they also analyzed the impact under the LGY plan of using true cash value for Portland and total true cash value for all other districts in the state. Included in the report are many tables displaying detailed data from the various analyses for each of 38 sample districts, as well as for the state as a whole. (JG) |
