Abstract | This report examines the current school finance system in Oregon and recommends changes to make the system more equitable and less subject to variations in local property wealth. After briefly describing the inequities of the present system, most of the report discusses the committee's legislative recommendations and their probable impact. The committee urged adoption of a package of 20 recommendations, containing three main proposals. These three proposals were adoption of a new state school aid distribution system called the Local Guaranteed Yield Program, establishment of three school finance districts to provide equalization on a regional basis, and provision of state grants to school districts for children with special learning problems. Included in the report are several tables that summarize the predicted financial impact of the committee's plan on each of 38 Oregon school districts for the 1973-74 and 1975-76 school years. (JG) |
