Abstract	The yearbook attempts to show the relationship between the philosophical concepts and the practical demands of program organization and operation in vocational education. Experienced educators present their differing philosophic orientations on a variety of topics. Melvin L. Barlow views the role of vocational education in an industrial society from a historical perspective and presents the yearbook theme. "Organization of Vocational Education in the Educational System," by Robert Miller, examines the place and function of vocational education in the total educational system. Vocational education administration and supervision are explored by Merle E. Strong. Gordon I. Swanson focuses on the development of vocational education policy. Instruction principles (David Allen), the status of career guidance (Henry Borow), and learner characteristics (Helen A. Loftis and Elizabeth M. Ray) are the concerns of individual chapters. Job placement and follow-up (Wesley P. Smith) and the place of community involvement (J. W. Weatherford and Jimmy G. Koeninger) are related topics for consideration. Garth L. Mangum presents the economics of vocational education in a social context for cost/benefit analysis. Barlow reviews some of the volume's persistent issues in the epilogue. (AG)
